The Tobacco and Vapes Act, which took effect on 29 October, broadens the existing proxy purchasing offence — already in place for alcohol and tobacco — to cover all vaping and nicotine products, including zero-nicotine vapes and nicotine pouches, which until now had no legally set minimum age for purchase.

Prior to Wednesday, UK law imposed no minimum age restriction whatsoever on the sale of nicotine pouches.

Trading Standards enforcement is backed by up to £30 million a year and 120 specialist apprentices until 2028.

Scotland can also ban repeat-offending retailers from selling any of these products for up to two years.
