'Economic catastrophe and moral failure': Burnham vows to get almost a million young people off benefits and into work

Teenagers and young adults now make up nearly one in three of those who have recently started drawing disability benefit on grounds of anxiety disorders. Prime Minister Andy Burnham warned: 'We either invest in the success of our young people or pay for failure through the benefits system.' Alan Milburn's review is due next month. Ministers are reportedly weighing scrapping the universal credit health element for under-25s.

Official figures show 981,000 people aged 16 to 24 are not in work, education or training.

Burnham says young people will be expected to take up the opportunities offered.

Among 24-year-olds outside work and training, 45% have never held a job.
