Andy Burnham sets out devolution offer to Scotland after being accused of 'opening the door' to a second independence referendum

Scottish Conservative leader Russell Findlay said the Prime Minister had handed John Swinney an opening to demand another 'divisive referendum'. Reporters asked Burnham directly if he would exclude the possibility of a fresh vote; he said only that his view 'won't be changing'. A source close to the First Minister said Swinney was 'surprised'. SNP Economy Secretary Stephen Flynn hailed 'a very significant moment in Scotland's constitutional journey'.

Burnham spoke in Motherwell while the SNP held its annual conference in Aberdeen.

No 10 has reportedly insisted the PM has repeatedly ruled out a vote while in office.
