Andy Burnham touts a possible return of EU free movement despite Labour's manifesto ruling it out

Burnham argues EU-era migration was easier to handle, calling it 'revolving door' movement of mostly younger people who came for a few years and went home. He wants options including full EU membership or the single market on the table. He will meet Ursula von der Leyen and other EU chiefs at a Brussels summit on November 20. Migration dominated the 2016 Brexit referendum.
Burnham wants a 'very factual, quite evidence-based debate' on letting Europeans move freely again.
He admitted free movement 'had very significant challenges' but insists it was 'perhaps' less difficult.
'The balance of migration has changed, hasn't it, since then?' the Prime Minister said.
