Kemi Badenoch has suggested the Scotland Act may require reform to stop the SNP from using devolved planning powers to obstruct Westminster's agenda, including the construction of new nuclear power stations. She challenged Andy Burnham to rule out a second Scottish independence referendum. Shadow Scottish Secretary Harriet Cross separately pushed back on Burnham's call for deeper devolution, arguing that existing powers are already too concentrated in Holyrood.

Badenoch declined to rule out clawing back powers from Holyrood, saying devolution is 'a process and not a religion.'

She told the same visit that 'no review planned' exists as party policy, before adding 'maybe we need a review' moments later.

First Minister John Swinney has left open the possibility of legal action should Westminster move to curtail Holyrood's powers.
