Britain is learning from Finland how to counter Russia's hybrid warfare as Burnham is accused of burying his 'head in the sand'

Former Army chief Lord Richard Dannatt says the Government is 'not moving fast enough' to shore up Britain's defences. On Thursday, the public was advised to keep a three-day supply of food and water in reserve. Defence Secretary Wes Streeting insisted the guidance was meant for wildfires, floods and cyber attacks. Yet Prime Minister Andy Burnham will not say whether he will lift defence spending to 3 per cent of GDP by 2030.
Dannatt said: 'We are very exposed but His Majesty's Government has its collective head firmly in the sand.'
The Kremlin is suspected of covert attacks on a London warehouse, an Estonian arms factory and a Polish railway.
Experts say Putin's options include submarines that could unleash radioactive tsunamis and drone swarms that spy on bases.
