Burnham bows to pressure and blocks PC Harper's killers Albert Bowers and Jessie Cole from early prison release


Debbie Adlam, PC Harper's mother, described herself as 'grateful' but cautioned that the family is "only back at where we were to start with" after several traumatic months of campaigning. Burnham announced that anyone whose conviction falls under unlawful killing — encompassing every variety of manslaughter and death by dangerous driving — will be excluded from the scheme. The changes also address a loophole that had protected grooming gang perpetrators and those imprisoned for historic indecent assault, keeping "hundreds" more offenders in custody. Additional prison capacity is to come from the deportation of foreign offenders and the abolition of controversial indefinite sentences that were scrapped in 2012.
