Burnham is to double rough sleeping cash to £874m as the opposition says numbers hit 'record highs under Labour'

Chancellor John Healey is set to announce an additional £432m for rough sleeping in Wednesday's Budget, extending the programme through to the end of this Parliament in 2029. Before that, Prime Minister Andy Burnham will host the first Rough Sleeping Summit at Downing Street on Monday, bringing together businesses and charities. An estimated 4,793 people were counted sleeping rough on one night during autumn 2025.

Shadow housing secretary Katie Lam says Burnham failed to end rough sleeping as Greater Manchester mayor.

Burnham: 'Rough sleeping isn't a fact of life… Well I don't accept it.'

Housing associations are being asked to identify a minimum of 2,000 homes and bed spaces between them.
