Andy Burnham arrived in Glasgow on Friday to chair a National Economic Council summit with First Minister John Swinney, deputy First Minister Jenny Gilruth, the Welsh first minister and Northern Ireland representatives. Burnham promised to deliver "the next stage of devolution," offering Scotland's regions more power under his No 10 North agenda — but Swinney warned any proposals must be agreed with Holyrood, not imposed over its head.
Swinney was savaged at Holyrood on Thursday after refusing five times to say yes or no to backing the Rosebank oil field.
Conservative leader Russell Findlay called it 'torture,' telling Swinney: 'You've got opinions on Gaza, Israel, Russia, Iran — but not the North Sea.'
Burnham has firmly ruled out a second Scottish independence referendum, saying 'my view won't be changing.'
