Burnham warns Britain faces 'economic catastrophe and moral failure' with nearly a million young people not in work or training

'Benefits will become the backstop, not the starting point,' Prime Minister Andy Burnham vowed, promising every young person a guaranteed technical pathway, placements and apprenticeships. The catch is that they will be expected to take them up. Government reviewer Alan Milburn wants welfare cash cut to pay for it. The Conservatives have branded the youth jobs strategy 'a disaster'.

Official figures put the number of Neets aged 16 to 24 at 981,000.

Milburn says the state spends 25 times more on youth benefits than job support.

Milburn insists: 'This is not a workshy, snowflake generation.'
