London would keep more of the business rates it raises instead of sending the cash to other regions, under the funding scheme Lord Sadiq Khan is pushing. Chancellor John Healey is believed to be minded to approve the Business Rate Retention Zone and could announce it in the Budget on October 28. The Treasury has not made a final decision. Khan says the project is close to getting 'over the line'.

Opening Stratford International to cross-Channel trains could cost as little as £20 million.

Under the plan, one in three trains to and from France may stop there by around 2030.

Sir Richard Branson's Virgin is exploring running services there to take on Eurostar.
