Chancellor John Healey backs Rosebank oil drilling as the cabinet splits, with the energy secretary leaning towards rejecting it

Energy Secretary Miatta Fahnbulleh, who is ultimately in charge of the decision, is reportedly leaning towards blocking the North Sea project after approving the smaller Jackdaw gas field. Andy Burnham and Healey have reportedly agreed to try to push Rosebank through. Healey hinted at his support by telling ITV that oil and gas revenues would feed a new energy wealth fund. No 10 declined to comment.

The prime minister would be expected to make the final call if the cabinet clash continues.

The Tories say Labour promised £300 off energy bills, but bills have risen by £367.

Reform's pre-Budget plan backs Rosebank alongside a ban on low-traffic neighbourhoods.
