Dame Rachel de Souza's report, 'The Childhood Lottery', is set to urge Andy Burnham's government today to eliminate the postcode lottery in children's life chances. It finds that one in three children arrive at school unready at the age of five, and that more than half of pupils fall short of a good grade in English and maths GCSEs. Every region of England has at least one area in the bottom 25.

The ten worst places also include Nottingham, Halton, Peterborough, Leicester, Liverpool, Sunderland and Medway.

Children wait a median 118 days for mental health care in Hampshire, against six in Leicester.

She will say: 'In so many areas of the country, children are being radically failed.'
