Thomas Combeer, 17, walked into a Guildford multi-storey at around 1:50am on 8 March 2025, minutes after telling his family's WhatsApp group he loved them. His parents, Andy and Liz Combeer, say: 'If he had walked up to the top of that car park and found that it was enclosed, he would still be alive.'

Building Regulations and British Standards may contradict each other on barrier height, Surrey assistant coroner Susan Ridge warns.

Car parks built before 2013 escape current guarding rules because Building Regulations are not retrospective, coroner Susan Ridge says.

Officials who ignore prevention of future deaths reports routinely have their names published on the judiciary's website.
