Under plans for England, injecting filler anywhere except the face will count as cosmetic surgery, open only to qualified medics. Health minister Karin Smyth is also promising a ban on high-risk treatments for under-18s. Rogue operators will face unlimited fines or on-the-spot penalties of up to £4,000. A consultation comes first, with the rules due before Parliament in spring 2027.
