William Dunlop, 63, told the Parole Board he felt 'euphoric' after strangling Julie Hogg, 22, in Billingham in 1989, but now 'cringes' at the 'selfish' violent man he was. Three justice secretaries have overruled the board's recommendations to move him to an open prison. Julie's son Kevin told the panel: 'Time isn't the great healer it's reputed to be.'
Julie's mother Ann Ming found her body hidden behind a bath panel months later.
Kevin recalled the 'pungent smell of my mother's decomposing body' filling his childhood home.
Dunlop showed only the back of his head, and the board could not 'compel' him to face them.
