Labour-friendly think tank says 1 in 6 PIP claimants face no extra costs from their disability

A think tank aligned with Labour has found that one in six Personal Independence Payment claimants do not face additional costs as a result of their disability, raising pressure on Andy Burnham to tighten eligibility. The findings come ahead of a long-awaited review by Sir Stephen Timms and are expected to shape the government's welfare reform plans.

The recommendations will heighten expectations that Burnham is set to propose restrictions to PIP following the Timms review's publication.

Critics are likely to seize on the findings as evidence that the welfare bill has ballooned beyond its intended purpose.
