Healey's budget is to spare 75,000 pubs, cafes and salons from business rates by raising taxes on online giants

Healey is expected to raise the threshold at which small firms start paying rates from £12,000 to £18,000. The move honours a pledge Andy Burnham made over the summer. Tax firm Ryan estimates that 39,000 shops, 2,600 pubs, 2,500 restaurants, 2,000 salons and 1,600 cafes would benefit. The relief would cost the Treasury £460m a year.

Healey is also expected to delay the 6p fuel duty rise due at the turn of the year.

The online retail giants set to pay more will fund the relief for high street traders.
