Healey's Budget will hand England's mayors £285m and borrowing powers so they stop going 'cap in hand' to Westminster
Chancellor John Healey is also expected to pour more than £1bn into social and affordable housing on Wednesday, pushing the 10-year homes programme past £40bn. Mayors will help design a new £1.5bn borrowing facility from 2028. Councils will get cheaper government loans to build homes. Shadow chancellor Andrew Griffith has demanded Healey resign if he fails to fund 3% defence spending.
Prime Minister Andy Burnham: 'I'm calling time on local leaders going cap in hand.'
Healey is to add £150m because the Treasury fears some councils cannot handle bigger budgets.
The Budget is also expected to set aside £7m to study a 'Northern Games' Olympic bid.
