HMRC puts more than 200 billionaires on a tax crackdown hitlist with personal 'compliance managers' to claw back £500m

HMRC has drawn up its first comprehensive register of billionaires with a UK tax footprint — residents and non-residents alike — and given each one a dedicated 'customer compliance manager' to examine their affairs ahead of filing. The wealthy tax gap reached £3.6bn in 2024/25, accounting for six per cent of the UK's entire tax shortfall. Financial Secretary James Murray says the scheme will deploy AI, advanced analytics and 400 new specialists to catch risks early.
The 200-plus billionaires join roughly 2,400 other high-net-worth individuals already assigned compliance managers by HMRC.
Each billionaire will be offered a voluntary pre-filing discussion, giving managers the chance to build a 'shared understanding' of their often multi-jurisdiction affairs.
The crackdown is one element of Labour's wider ambition to generate £10bn in extra tax receipts before 2030.
