'I will be very generous': Trump says he will personally decide who gets paid under $25m US fraud tip scheme

The first payout went to Nick Shirley, a 24-year-old pro-Trump YouTuber who received $10,000 at the Oval Office. Donald Trump promised tipsters an unlimited 1% commission, but only 'if we recover the money'. The Justice Department says awards run from $10,000 to $30,000 at its 'sole discretion'. The Treasury is committing $25 million to the scheme.

Shirley's viral video accused some Minnesota childcare centres of fraud.

Minnesota officials disputed his claims, but one featured childcare owner later pleaded guilty.

Trump said: 'People will make millions of dollars by turning others in.'
