IFS brands Healey's first Budget 'unhelpful fiddling' and warns Britons face the worst decade of income growth on record

Angela Rayner's "un-British" broadside and a backbench revolt stretching well beyond 100 Labour MPs have forced Shabana Mahmood into a significant climb-down before she announces her final immigration rules to Parliament next week. Over half a million migrant social care workers already in the UK are now expected to be exempted from a planned 15-year wait for indefinite leave to remain, though most other foreign workers will still face a doubled 10-year residency requirement. The retreat came after Mahmood also refused to share her own department's assessment of the plan's impact on homelessness and community cohesion, deepening fury among Cabinet colleagues.
Mahmood herself admitted the 15-year rule for low-wage care workers alone would cost taxpayers £10bn.
The climbdown coincides with 934 Channel crossings on 12 small boats in just 48 hours — with brawls erupting on board vessels this morning.
Shadow Home Secretary Chris Philp accused Mahmood of preparing to 'surrender to the open-borders Left, led by Angela Rayner'.
