Elena Kagan, one of three liberal justices on the 6-3 bench, said the court's refusal to curb partisan gerrymandering has 'created a race to the bottom'. She spoke to students at Catholic University's law school, in conversation with Prof J. Joel Alicea, a former clerk to conservative Justice Samuel Alito. Kagan said rulings on voting maps, campaign cash and voting rights have deepened America's divides.
Kagan said politicians now drift 'toward the extremes' because they only fear being primaried.
In April the court gutted a core element of the 1965 Voting Rights Act.
