Labour's own think tank says 1 in 6 disability claimants should lose PIP cash in £4.4bn shake-up

The Resolution Foundation — Torsten Bell, now Pensions Minister, was formerly its chief executive — has warned that PIP spending is rising at an "unsustainable" rate and says around 670,000 claimants report no disability-related extra costs. The think tank's survey of 2,611 recipients found 21 per cent of 16 to 24-year-olds admit little limitation and no additional outgoings tied to their condition, strengthening the view that Andy Burnham is set to propose cuts once the Timms Review reports. PIP spending has surged 183 per cent in real terms since 2014 and is forecast to hit £34.5 billion by 2030.
The Resolution Foundation warned against stripping people with ADHD or autism from PIP, calling such moves 'crude changes' unlikely to deliver major savings.
John Healey's Budget is due in 13 days on October 28, with the Timms Review expected to follow — setting up a crunch moment for millions of claimants.
The number of PIP recipients in England and Wales hit a record 4.1 million in July, with younger claimants driving much of the recent surge.
