London needs devolved powers on par with Scotland to solve housing crisis, Green AM tells ministers

Green Party London Assembly Member Benali Hamdache has told ministers that City Hall's fiscal powers are "far behind" those of major European cities like Madrid and Berlin. He argued closing the devolution gap would let the Mayor of London raise more money for housebuilding. Prime Minister Andy Burnham has already granted mayors new powers, including tourist tax levies and a share of local income tax receipts. Hamdache says London's challenges — including primary schools closing due to house prices — are unique and demand special treatment.
London has less devolved taxation power than comparable European capitals, Hamdache told a Centre for London fringe event at the Green Party conference in Brighton.
Plaid Cymru's Welsh First Minister Rhun ap Iorwerth is also pressing Burnham for parity with Scotland on policing, justice, rail, welfare and the Crown Estate.
