Clifford Foster, 61, will appear before Newport Magistrates' Court on Friday accused of murdering mother-of-two Eleanor Barnfield. She worked for Valleys to Coast at Ger-y-Nant, a 13-flat retirement complex in Bridgend. It is alleged she told him he should not have been at the property. She managed just 300 yards towards the Princess of Wales Hospital before crashing into a wall on Coity Road.
The suspect barricaded himself in a room, sparking an armed standoff and an evacuation of residents.
The Welsh Ambulance Service denies wait-time rumours, saying its medics arrived seven minutes after the call.
Her family said: 'Mum was the kindest, most loving bravest person in the world.'
