The Su-30SM came down at 12:53pm on Wednesday in Kaliningrad's Chernyakhovsk district, between Timofeyevka and Zelyony Bor. Both pilots ejected and were taken to a military hospital in moderate condition. Russia's defence ministry insisted the jet was on a routine unarmed training flight and crashed in an uninhabited area. Thick black smoke rose from the woodland next to the graveyard.
The jet reportedly belonged to the Russian navy's 4th Naval Aviation Regiment.
Uniformed servicemen carrying musical instruments appeared to be at a military funeral.
Russia has reportedly lost more than 20 combat planes this year.
