Rayner insists 'nothing off the table' on EU free movement as Burnham faces Brexit 'betrayal' fury
Angela Rayner said the Prime Minister 'can't rule things out' and told Laura Kuenssberg that any decision on freedom of movement would be put to voters. She insisted Andy Burnham was not re-running 2016, though he told Leave-voting Makerfield he would not reopen the referendum. Nigel Farage called it a 'total betrayal' of Brexit Britain. Jeremy Hunt warned of a 'hammer blow' to tackling youth unemployment.
Burnham says migration is now 'different', with more arrivals settling permanently.
Shadow home secretary Chris Philp vowed there 'can be no return' to free movement.
Burnham is due to meet EU chiefs at a Brussels summit on November 20.
