'Scar on the nation': Milburn report will urge 'tough love' local jobs drive to tackle £125bn youth unemployment crisis

Alan Milburn's long-awaited review, due this month, will recommend granting combined and local authorities new devolved powers and funding to bring young people into work, with a central taskforce overseeing progress. The number of young people outside education, employment or training has exceeded one million for the first time in more than a decade — a threshold Milburn describes as a "lost generation" warning.
The plan will include a youth guarantee offering every young person a job, apprenticeship or training place — conditional on them engaging with available support.
The review will reportedly call on Andy Burnham to find billions more in funding to drive the programme.
Six in ten young people who are NEET have never held a job, up from four in ten in 2005, according to Milburn's interim findings.
