Henry Nowak, the 18-year-old student stabbed with a ceremonial dagger in Southampton last December whose handcuffing as he lay dying will now be examined by an independent review.

Former Justice Secretary Alex Chalk KC will probe whether people held back reports about the killer out of a 'misplaced sense of cultural sensitivity'. Vickrum Digwa stabbed the 18-year-old student with an eight-inch ceremonial dagger in Southampton last December. Henry was handcuffed as he lay dying after Digwa accused him of racial abuse. The first phase is expected to report by March.

Bodycam caught Henry saying 'I've been stabbed'; an officer replied: 'Don't think you have, mate.'

Phase two will scrutinise the IOPC and, 'if necessary', the officers at the scene.

The Nowak family said: 'At last, some positive news.'
