SNP minister Shirley-Anne Somerville refuses to commit to passing Burnham's offered job-support powers down to Scottish councils

Shirley-Anne Somerville mocked the Prime Minister, saying Andy Burnham 'seemed to come up and make suggestions as if this was the first time this had been thought of'. On Friday Burnham offered Holyrood control of employability support now run by the DWP, and urged that it be devolved further. The SNP Social Justice Secretary said ministers are mid-consultation instead. Their plan would create up to 10 regional authorities and 120 to 160 local ones.
Somerville spoke on the final day of the SNP conference on Saturday.
Burnham, in Motherwell, urged politicians to 'move beyond constitutional questions'.
Economy Secretary Stephen Flynn claims Burnham never ruled out another independence referendum.
