South Korea AGAIN proposes military talks with North Korea after border mine blasts injured three of its soldiers

Pyongyang ignored the same offer last November, and Kim Jong Un has frozen almost all dialogue with Seoul. Deputy defence minister Kim Hong-Cheol said the talks would fix the exact line of the land border and restore military communication lines. Seoul's military blames North Korean mines planted south of the line for the 21 September blasts. Pyongyang rejects that finding.
North Korean soldiers crossed the demarcation line 50 times this year, met with warning shots.
Days ago Kim Yo Jong toured the front line and renewed her retaliation threat.
Seoul is also open to three-way talks with the US-led United Nations Command.
