Shabana Mahmood had proposed making migrants wait up to 15 years for indefinite leave to remain, up from five now. Those plans are now reportedly expected to be watered down to head off a Labour rebellion. Housing Secretary Angela Rayner told Sky News that Mahmood would deliver a system 'fair' to taxpayers and to migrants 'who work in our public services'. Rayner suggested her objections from inside the Cabinet had succeeded.

Rayner had branded tougher settlement rules 'un-British' and a 'breach of trust'.

Her main worry was the impact on foreign care workers already in Britain.

Rayner still praised the Home Secretary for doing an 'incredible job' on immigration.
