Tropical Storm Rachel has triggered water rescues in Las Vegas and battered the California coastline with powerful waves, destroying millionaire homes and forcing local emergencies. Newport Beach erected sand barriers along Balboa Peninsula after heavy waves flooded streets days earlier than officials anticipated. Minor to moderate coastal flooding remains possible through Tuesday as high tides and elevated surf persist along Orange County beaches.

A Newport Beach official admitted the swell arrived earlier than planned: 'This hit a little earlier because of Hurricane Rachel.'

Coastal flood warnings covering Orange County beaches have been downgraded to advisories, remaining in force until 2 p.m. Tuesday.

Peak morning high tides of 7 to 7.5 feet are forecast for Monday and Tuesday, with surf expected to ease only slowly over coming days.
