Trump's clemency wave has wiped out at least $119 million in court-ordered restitution for crime victims since January 2025. The true scale of losses is far larger: when funds owed to the Crime Victims Fund and jointly owed restitution are included, the total denied to victims and the government exceeds $1.1 billion over two years.

Former DOJ pardon attorney Liz Oyer estimates Trump's second-term pardons erased more than $1.56 billion in criminal penalties in total.
