Trump also renewed calls for Zelensky to be replaced as Ukraine's negotiator, deepening a rift between the two allies. Zelensky says Starlink access and intelligence sharing remain partially degraded.
Trump has waived new Russia sanctions and struck a deal to buy Russian diesel.
Six Republican senators joined Democrats in urging Trump to reverse the diesel decision.
Trump told reporters: 'We've given a lot to Ukraine. They've given nothing to us.'
