Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 into law on Friday. The legislation targets Putin's revenue streams by imposing penalties on the countries most responsible for buying Russian oil and gas. Named after the late senator — who died in July having championed the bill for more than a year — it passed the House 262-159 on Wednesday, with 58 Democrats voting across party lines. Zelensky described it as "an extremely powerful tool" and called on Trump to use it "fully and swiftly."

Trump has 30 days to act on the tariff provisions, though analysts caution he may delay to prevent consumer prices rising ahead of November's midterm elections.
