UK cyber chief warns AI-powered hackers are 'highly likely' to strike power stations and hospitals by 2028

Richard Horne, head of the National Cyber Security Centre (NCSC), warns that Britain's cyber resilience is 'not where it should be', with Russia and China expected to use AI 'routinely' to pursue geopolitical goals. The NCSC's annual State of the Cyber Nation report recorded 1,831 reported attacks this year, of which 80 were nationally significant, and 8,500 organisations were warned their systems had been compromised.
Horne compared the UK to a 'Sliding Doors' moment, warning leaders who 'got away with tech on the cheap' will face consequences when 'food isn't on shelves, lights aren't on'.
China's cyber activity is described as the 'most sophisticated and sustained cyber challenge facing the UK', while Iran is actively targeting individuals who threaten the Iranian regime.
Security expert Will Geddes warned the 2028 deadline underestimates the danger, saying AI-boosted attacks on critical infrastructure could arrive 'within the next two months'.
