James O'Keefe and fellow conservative activist Cam Higby were charged by Hennepin County Attorney Mary Moriarty with felony unlawful voting and identity theft after the pair visited multiple Minnesota polling sites during August's primary, posing as Muslim residents — using foreign accents and religious clothing — and presenting the names of registered voters without their permission. Neither man signed the required oath or received a ballot. O'Keefe insists the sting was a legitimate First Amendment exercise exposing weaknesses in the state's voter-vouching system.

Moriarty says Minnesota law is clear: no individual shall intentionally misrepresent their identity when applying for a ballot.

The charges land amid a wider midterm election security storm, with letters stuffed with white powder mailed to election offices in at least six states.

Arizona Secretary of State Adrian Fontes has blamed Trump for 'ginning up' divisiveness, saying colleagues have had dogs poisoned and families threatened.
