US appeals court rejects Trump DOJ bid to set aside 20,000 California ballots it says were cast by noncitizens

Judges threw out what they called a 'self-constructed' emergency on Monday, refusing to intervene just eight days before the 3 November midterms. The Justice Department wanted California election officials to set the disputed mail-in ballots aside. The setback lands as President Donald Trump offers $1 million for voter-fraud reports that lead to a conviction. Trump official Colin McDonald says thousands of fraud tips have already flooded in.
Trump's reward pledge does not say where the $1 million would come from.
