US election forecaster shifts 19 House races towards Democrats as Republicans face losing control before the midterms
The Cook Political Report now rates Democrats as favourites in the 218 seats needed for a House majority. Republicans would lose control even if they swept all 17 remaining toss-ups. Cook projects Democrats will gain between 12 and 22 seats on November 3. President Donald Trump's approval rating has fallen to record lows of 36 per cent and 32 per cent in two recent polls.
