Wednesday's Budget is to hand English mayors a £1.5bn borrowing facility as Burnham vows to end 'cap in hand' pleas
The £1.5bn borrowing pot will not arrive until 2028, and ministers will spend two years designing it with the mayors. Chancellor John Healey is to unveil the package in his maiden Budget on Wednesday, alongside an initial £285m in 'good growth' funding next year. Another £150m will go to help strategic authorities build up their skills, after the Treasury raised fears that some lack the capacity to manage bigger budgets.
Prime Minister Andy Burnham said going 'cap in hand' to Westminster is 'no way to run a country'.
Areas without strategic authority status will still get a share of the money during a 'transitional period'.
City experts warn the same Budget will unveil £70billion of borrowing to pay the welfare bill.
