The Defence Secretary claims Britain's adversaries could have the force strength and war economy to attack by 2030, with Russia stepping up its threats against NATO. Prime Minister Andy Burnham has already urged households to stock up on tinned food and bottled water. Chancellor John Healey will reportedly unveil billions in defence spending at Wednesday's Budget. He is still not expected to set out a full route to 3 per cent of GDP.

The 'Be Ready' campaign urges every home to keep nine litres of water and three days' food.

Shadow chancellor Andrew Griffith says Healey must resign if he gives no plan for 3 per cent.

Streeting warned 'the gravest dangers of the 20th Century are returning'.
