Westminster City Council has issued more than 5,000 fixed penalty notices to dockless bike operators since the start of the 2026-27 financial year, a seven-fold surge on the previous year's total of 1,259. Over 1,000 bikes have been seized where obstruction is causing the greatest safety concerns, with enforcement focused on 20 hotspots in the West End and St James's. Cabinet member Caroline Sargent warned that hundreds of bikes are blocking roads in the worst-affected areas. The council acknowledges it needs more designated parking bays to tackle the underlying problem.

Westminster could issue 9,648 fines by year-end if the current enforcement rate holds — generating over £300,000 in penalties and seizure costs.
