Young benefit claimants are to receive less cash and more job support under Alan Milburn's welfare review plans

Under-25s on health-related benefits could face reductions in their cash payments under options being weighed as part of Alan Milburn's review into youth unemployment. The proposals would replace the health element of universal credit with intensive employment and health support, targeting the nearly one million 16- to 24-year-olds outside work, education or training. Milburn's final report is now expected to be delayed until November to avoid a clash with John Healey's Budget later this month.

The measures are directed at a youth unemployment crisis that has left close to one million young people with no foothold in work, education or training.

A separate Times welfare inquiry has uncovered landlords boasting of making £2.5m a year from social housing and an ADHD coach who was awarded a £56,000 grant from taxpayers to cover personal assistants.
